2006 Pontiac GTO- Reflashed ECM, PIM link to ECM failed

I am trying to link a newly installed ECM to the VIM for the immobilizer in this car VIN 6G2VX12U16L556260 and it took the ECM flash, but now when I try to link the ECM to the VIM, it says it has failed. It has downloaded and verified, but fails at the reprogramming part. It does show an error code of E4423 Unknown Programming Error 5 at step 0 when I try to close out SPS2. I have gone into the BCM with my Tech2 and entered the BCM security code to link it with the PIM and it says successful on the Tech2, then I disconnect the tech2 and connect my Autel J2534 to try and link the ECM and PIM in SPS2 with no luck.
I am using an Autel MaxiFlash Elite J2534 tool, because my Tech2 would not work with TLC.
Anyone have any ideas of what I can try to get this to go through? Anyone know what I have to do to get my Tech2 to work with TLC? When try to use it, it will see it in the available tools the first time I try it, but when I try to communicate with it, it says that it can't find the MDI/VCI and does nothing.
I think you will need to call the techline tech support. I believe they will install a the older version of SPS and do the flash with you and the tech2.

If the ecm is alread programmed then try a 3 /10 min procedure it usually works on older vehicles when sps doesn't work or if you have a tis200 that works too . SPS sometimes has problems with older vehicles security
I am not sure that this is as easy as the 3/10 procedure. The tech2 scantool even says that tis2web is required to pair them. The 3/10 will usually work for keys and passlock stuff, but this is a pairing of the modules, I do not think this works with that method. I may give it a shot, but I think a call to the techline would be my best bet.
I feel your pain I too have a 06 GTO difference is that I am trying to add keys. SPS2 is not working, Autel not working and 3/10 will not initialize. Ausi junk LOL Good luck!

There is a GM bulletin for E4423. You can google it. Here is the PDF. I've dealt with something similar a while ago with a car when I used to work for GM for a brief stint.
you may have a voltage supply issue with 1 of the 2 modules causing your error. double check your powers and grounds to ECM & VIM. If it checks out don't be scared to contact GM tech assistance as they can usually give you the best insight to line error codes.
Tech 2 is usually not an option with TLC and SPS2. You'll have to call the Help desk and wait for a loooooooooooooooong time on Hold, and they can get that set up for you. These Holdens from ‘Down Under’ are a special breed…
You say newly installed, just making sure it's a virgin ECM? Like new from the dealer? I'd recommend it on this one. Otherwise maybe it could be sent out for bench work. There are services out there that will link your PIM ( PCM Interface Module) and the PCM.
There are no virgin PCMs for this vehicle available. They were bastard PCMs to begin with only used for two years on a few select cars, and the supply dried up many years ago. It's been 5-7 years since I went through the same exact situation and both times I landed up having to go the bench route after an exhausting effort. First time I sent it out. Finally got this linked. After trying 3 different Jboxes and a million different combos of programming, reprogramming, forcing certain tools through the system, and other tricks, I called the help desk. They gave me access to Tis2web so I can use my tech2. Still didn't work. They remoted into my computer and tried a hundred different things, even got someone from the software team involved…
It's crazy last time I called they wanted something like $40 a minute… Glad you where able to reslove…
I have also had nothing but trouble with the KeySpan adapter. I have an old Dell with a serial port, and it works just fine…well, not so much now that programming with it is an impossibility using the Tech 2, unless GM wants to jump in remotely.
