No Crank / No Start

Vehicle came in with no communication with alarm module and alarm going off. We replaced the alarm module and key fob and coded to the car. I can now connect to the alarm module but I have a no crank no start. Have checked starter and i am not getting signal voltage but if I jump the starter relay I get it to crank but not start. Just want to see if anyone else has experience this problem. I have no trouble codes.

Are you getting any codes, any thing in the module data or ECM that states vehicle is not allowed to start?
