Thanks Bernie...a great case study on properly testing the vehicles ground system. Im thinking that if the shop had tested the grounds going to the original PCM they might have been able to find the problem before a costly PCM replacement.

Richard The scan tool is plugged on to the BOB. The scan tool connects pin 4 and pin 5 on the DLC connection. So at this time pin 4 has a good ground.

Thanks for the diagnostic walk through it served as a reminder for me to observe the BOB's LED's before connecting the scan tool. I had a similar Subaru issue once, can't recall all the details, didn't get a fix because the customer pulled the plug on the deal, car wasn't worth fixing.
