Toyota RAV4 Tesla Software removed for aftermarket TIS

Programming the new EV on board charger.
We have a customer that brought their RAV4 EV in because it would not charge. We preformed the diagnostic on it using the Tesla powertrain diagnostic - Service software (outdated version as it was no longer available on TIS) and Techstream. It was determined that the onboard charger had failed internally and would require replacement.
Message sent to TIS Tech Support: A new onboard charger was purchased from our local Toyota dealer and we followed the repair procedure to replace the charger. After the new charger was installed we connected the diagnostic tool up to the vehicle and launched the tesla powertrain diagnostic software to update the firmware on the charger. Doc ID: RM…Z06KX states in section 2 that when the "Electric vehicle charger assembly" is replaced a firmware update is require to prevent an alert code from setting. It directs us to Doc ID: RM000005HYM001X where it states "If a firmware update is necessary, a dialog box is displayed on the RAV4 EV diagnostic tool." No dialog box shows up to preform the firmware update. In addition if we navigate to Help->Firmware Update from the navigation bar it gives us an error stating "Firmware update service not available". We are currently getting alert code GTW_f056 in the tesla software and no codes from Techstream. Doc ID: RM000005COF005X states that "If GTW_f011, GTW_f012, GTW_f013, GTW_f016, GTW_f052, GTW_f053 or GTW_f056 is stored, the EV system charging stops."
We are requesting assistance with the tesla powertrain software to allow us to update the firmware on this new onboard charger. We obtained the Tesla download link through our connections at a Toyota dealer, downloaded the Tesla software and completed the repair and programming of the new charger. We can't use or count on favours to fix cars every time.

Toyota TIS has removed the Tesla diagnostic software from the Aftermarket site.

Thank you for reaching out. Unfortunately, here at Techinfo we are unable to provide any technical or repair support for vehicles. We are only allowed to assist with any technical issues that you may have on our website or with the Techstream software. I apologize for any inconvenience that this may cause. The only thing that I will be able to direct you to is the TIS library where it will have information on the procedure that you can review.
If a link is not opening correctly from the Techstream software and you are receiving an error, please try changing the default browser on your device to see if this resolve the issue.

The Tesla software was there last year, it is no longer on the aftermarket TIS site, but it is on the Dealer one.tis.toyota.com site. It needs to be put back on the TIS aftermarket site. Hi, Scott. I understand your frustration and I assure you we are working on a solution. Aside from what I have noted in my previous reply above, unfortunately I do not have much more to share at the moment. We are investigating options and hope to have a solution we can share soon.
As it turns out, I believe the dealer side is down as well, the licence keys are not available. Someone may know otherwise.
We recently discovered that the system is experiencing intermittent key generation issues. We are working to resolve it now.

Although I marked this as resolved, the root issue still is a concern, the tesla software is only on the dealer acessible website, not on the public site. We received an update from Toyota today and the problem with licence key generation for the Tesla/Toyota software has been resolved.
