Volvo SCL replacement not working after programming
Hoping someone may have seen this problem before…
Car has a faulty steering lock but is working currently, a new SCL has been installed. I have done an SCL reload, official VIDA account, original DICE. The procedure completes successfully. However after completion the car will not start and the steering lock does not operate when removing or inserting the key. There is obviously an SCL not programmed fault code stored which will delete but returns again after cycling the ignition. Reconnecting the original faulty SCL and the car starts fine. The dealer has supplied another SCL but again the same thing happens. I have programmed these before without a problem so I am scratching my head now. I have also tried VDASH SCL pairing but again the car will not start after the procedure completes. I am leaning towards a faulty CEM but it's an expensive part to replace on a hunch.

I did one last week or two on an S40 with no problems. It took the software and started fine after. I find it odd that yours starts ok with the old unit but not the new one after sw. What was the original reason for replacement? Did you use …?

… Should be the part number for the scl, not the reload.
Sorry Mike, of course it is, yes that's the part number of both the new SCL's that I have attempted to program. The original part number is …, the dealer confirms the original part number does supersede to the new number and they have checked the SCL reload part number is still correct for either part number.
It is unfortunate but I would be looking at the CEM next. The SCL has three wires. Power Ground and LIN. It’s simple. One thing I noticed was the SCU / ignition switch also is on the LIN. Maybe take a look at the LIN with a scope and see if your wave form looks the same with the new and old SCL. SCUs have been prone to failure but I haven’t seen one cause a LIN failure. That info was from Bulletin TJ 25287. I only do 4 or 5 Volvo programming events a year here. My question would be, is a CEM Upgrade equal to a CEM Reload in the case of this logic issue? Maybe I mis-read your post, and CEM reload was performed.
I think you might have a bad ignition switch… they are on the lin together..

Thanks everyone for the input, not yet resolved, however I have now been informed the ignition switch has been replaced prior to the vehicle coming to me. I didn't diagnose the original fault, that was done by a “Volvo Specialist” but they don't have programming capabilities. I will update when I have a conclusion. Sorry it has been some time.
