Have you shorted/connected the test mode connector? This needs to be done to successfully write the VIN.

Need to short out the test connector which could be underneath the dashboard or underneath the carpet left side of the glove box. It is green connector. From there you can program with any scan tool that is capable of writing VIN then program the key.

Connect(Short) the test connector during writing vin. Then when done. Disconnect the connector.
